Children from many countries around the world are in need of good adoptive homes. In addition to our placement programs at Dillon Southwest, we are pleased to work as a home study/post-placement agency for Arizona families interested in adopting children from agencies outside of Arizona. Families working with an out-of-state agency will still need an Arizona agency to complete the necessary services.  These services include: education, a home study, post-placement services and help with their child's re-adoption.

Agencies outside of Arizona can assist prospective adoptive families with selection of suitable adoption programs that Dillon Southwest does not offer. In looking at other programs, families usually look at such things as requirements for adoptive parents, program costs, types of children available and travel requirements.

When you work with an out-of-state agency, that agency coordinates all services in the adoptive child’s country. The agency also manages all of the processing required to refer a specific child to your family for placement, and is responsible for coordinating all legal work and travel arrangements abroad. Should you choose to work with an out-of-state agency for the placement of your child, Dillon Southwest would be pleased to supply the additional services you will require here in Arizona.

An Important Word About Post-Placement

We at Dillon Southwest feel that it is very important to provide children and families with ongoing support and assistance after children have been placed into their new home. During the post-placement time, social workers assist parents in helping children adjust to their new environment.

No matter what age a child is at placement, it can be a difficult time for him/her. Whether a child was cared for in foster care or an orphanage, there is an adjustment for the child as he/she makes the transition from the previous surroundings into your home. Therefore, our post-placement period is structured around the needs of the child – not solely around the due date for reports to the country of the child's birth. This process has been designed to help the transition period to be as smooth and trouble-free as possible for the child and his or her family.

All post-placement reports that are written by Dillon Southwest will follow the laws and formats required by the country of the child's birth.

Re-Adoption

In almost every country except South Korea, the children finalize their adoption in the country of their birth. Even though re-adoption is not required by the State of Arizona for children adopted from countries other than South Korea, we feel that it is important for the following reasons:

  • Required by USCIS - Even when the adoption is considered final by the foreign country, for purpose of immigration law, the child may have to be readopted in the U.S. Re-adoption is required if both parents do not travel to the country of the child's birth and see the child prior to the adoption. In this case, the child will come home on an IR-4 visa and must be readopted in order to receive U.S. citizenship.

  • Security - By re-adopting in the U.S., you confirm the validity of the foreign adoption. You will have the seal of the state where you live on the foreign proceedings, adding another level of finality and stability to the adoption and ensuring that the adoption is accepted throughout the United States. It is better to have an official court record of the adoption that cannot be lost.

  • Birth Certificate - You will obtain original documents in English confirming the adoption. Most importantly, you will receive a Certificate of Foreign Birth which is a birth certificate for your child issued by your state and written in English.

  • Legal Rights and Protections - In some states a foreign born adopted child does not have the same legal protections and inheritance rights as a biological child unless the adoption is “re-done” in the U.S. Re-adopting will give you a peace of mind knowing that in any state, you are guaranteed that your child will receive the same legal and inheritance rights as a biological child.

  • Travel - It is easier to travel with English documents than foreign documents and translation.

  • Social Security - The foreign adoption may not be recognized as establishing a parent-child relationship for purposes of the Social Security Act.

  • Bureaucracy - When dealing with government agencies, whether to obtain a social security number, a passport, a driver’s license, and so on, it is less complicated for them to deal with documents that are familiar to them.

  • There is no additional cost for re-adoption.

Fees and Costs

The fees for the Arizona services that you will require are listed below.  Every effort is made to avoid changes in the fee structure while a family is in process; however, the agency may find it necessary to pass on cost increases from time to time.

Pre-Application and Application Fees $300
Adoptive Home Study $1,250
Post Placement Fee $1,250
Staff Travel Expense Reimbursement (for travel outside Maricopa County) varies by location
$400 one time fee to cover social worker's time for travel OUTSIDE of Maricopa County $400

Additional fees will most likely be charged by the placing agency. Since these fees vary, the placing agency is your best source of information regarding these costs.

In Arizona, there are currently no costs to finalize the adoption or to re-adopt. Should that change, or should you move to another state where it is necessary to incur costs to finalize the adoption or to re-adopt, the family is responsible for those costs.
